THIS IS KCRA 3 NEWS AT FIVE. WELL, SEARCHING FOR A MISSING WOMAN. WHAT AUTHORITIES SAY LED TO A MOTHER BEING CARRIED AWAY IN THE SAN JOAQUIN RIVER. ADDRESSING THE DEFICIT, THE ISSUES GOVERNOR NEWSOM IS FACING WHEN UNVEILING HIS REVISED SPENDING PLAN TODAY AND A NEW LOW POINT BETWEEN THE U.S. AND ISRAEL. NEW REACTION FROM BOTH GOVERNMENTS OVER DISAGREEMENT WHEN IT COMES TO THE CURRENT WAR AND TIME FOR GRADUATION AT COLLEGES ACROSS THE COUNTRY. SOME OF THE CHANGES THAT ARE BEING MADE IN CALIFORNIA AFTER CAMPUS PROTESTS. GOOD MORNING. IT IS 5 A.M. IT’S FRIDAY, I’M DEIRDRE FITZPATRICK AND I’M TEO TORRES. SO IF YOU FELT THE HEAT YESTERDAY, BOY, IT WAS GETTING WARMER QUICKLY. IT’S GOING TO GET EVEN WARMER THIS WEEKEND. LET’S GO TO METEOROLOGIST TAMARA BERG FOR A FIRST LOOK. YEAH. YOU KNOW ENJOY THE MORNING AS WE CRUISE INTO A DAY OF 90S BY LATER THIS AFTERNOON. SO REALLY, IF YOU’RE SOMEONE WHO’S EVEN A BIT HEAT SENSITIVE ON A DAY LIKE THIS, REALLY TAKE ADVANTAGE OF THE DAY PARTS THAT ARE ON THE COOLER SIDE, LIKE RIGHT NOW. WE’RE WAKING UP IN THE MORNING AS WE LOOK ACROSS RANCHO CORDOVA PLEASANT START. IF YOU’RE HEADING OUT FOR A WORKOUT THERE ALONG THE AMERICAN RIVER TRAIL, YOU’LL FIND WIDESPREAD 50S AND LOW 60S IN THE VALLEY THIS MORNING, BUT IT IS GOING TO FEEL MUCH WARMER FOR THE AFTERNOON, PAIRED WITH LIGHT WINDS AND PLENTY OF SUNSHINE. SPEAKING OF THE WIND, RIGHT NOW, WE HAVE A FAINT ONSHORE BREEZE COMING THROUGH FAIRFIELD, BUT IT’S ENOUGH TO KEEP FAIRFIELD DOWN IN THE LOWER 50S. RIGHT NOW AROUND THE VALLEY, YOU CAN STILL SEE A LITTLE BIT OF A NORTH WIND SHUFFLING DOWN FROM YUBA CITY INTO MODESTO, AND WE HAVE A BIT OF A BREEZE FLOWING THROUGH PLACERVILLE OUT OF THE EAST RIGHT NOW AT 12MPH, SKIES ARE CRYSTAL CLEAR FROM THE SIERRA INTO THE FOOTHILLS AND INTO THE VALLEY, WHERE YOU DO START TO SEE A LITTLE BIT OF PATCHY FOG THAT’S DEVELOPING IS RIGHT ALONG THE IMMEDIATE COAST THERE AS YOU GO TOWARDS SAN FRANCISCO. BUT AGAIN, WE’VE GOT A COMFORTABLE START AT 53 RIGHT NOW IN FAIRFIELD, 55 OUT THE DOOR IN YUBA CITY AND SACRAMENTO, IT’S 54 IN STOCKTON, 59 MODESTO WE’RE IN THE MID TO UPPER 60S FOR YOU THIS MORNING IN THE FOOTHILLS. HERE’S HOW THE DAY WILL PROGRESS. WE’RE GOING TO BE PUSHING TOWARDS THE UPPER 60S AND SACRAMENTO BY 9 A.M. LOW 80S BY NOON, AND HIGHS IN THE LOW 90S. WE’LL GET TO ABOUT 91 TODAY IN STOCKTON. UPPER 80S IN STORE FOR MODESTO. COMING UP IN MY FULL FORECAST, I’LL BREAK DOWN THE WARMER DAYS AHEAD FOR YOU AS WE CRUISE THROUGH THE WEEKEND. IT’S 502. SPEAKING OF CRUISING, BRIAN, HOW ARE FOLKS MOVING ON THE ROAD? CRUISING RIGHT ALONG HERE IN THE WEST SACRAMENTO AREA AS WE TAKE A LOOK AT INTERSTATE 80 COMING IN THROUGH ENTERPRISE, YOU CAN START TO SEE THE DAWN OF THE DAY HERE. AND FREEWAY TRAFFIC MOVING ALONG JUST FINE. IF YOU’RE HEADING OUT THROUGH DAVIS, GOING ON TOWARD THE BAY AREA. NO PROBLEMS THERE. HIGHWAY 50 LOOKING GOOD COMING IN FROM FOLSOM OUT OF ROSEVILLE. INTERSTATE 80. NO PROBLEMS THROUGH THE SPLIT OVER THE TOP. YOU SEE A LOT OF GREEN THERE ON THE MAP, WHICH MEANS WE’RE TRAVELING AT THE SPEED LIMIT ON I-5 AND 99 AS WELL. NO PROBLEMS HERE THROUGH STOCKTON. INCIDENT FREE. NO ISSUES. AS YOU CAN SEE HERE. EVERYTHING IN THE GREEN WESTBOUND FOUR LOOKING GOOD AND INTO THE TRACY TRIANGLE. NOT EVEN SOME RED THERE. 205 A 16 MINUTE RIDE WESTBOUND, 580 OVER THE ALTAMONT PASS. 21 MINUTE RIDE THERE. NORTHBOUND 99 13 MINUTES BETWEEN MODESTO AND MANTECA. HERE IN THE SACRAMENTO AREA, IT’S A TEN MINUTE RIDE OUT OF RANCHO CORDOVA ON 50 DOWN TO 99 INTERSTATE 80 FROM ROSEVILLE TO THE SPLIT, NINE MINUTES FIVE AND 99 OUT OF ELK GROVE TO HIGHWAY 50. WE’RE LOOKING AT AN 11 MINUTE RIDE THERE. GOOD MORNING. DEIRDRE. ALL RIGHT GOOD MORNING BRIAN. IT IS 503. NOW, WE DO HAVE A DEVELOPING STORY TO TELL YOU ABOUT IN STANISLAUS COUNTY, CREWS SPENT MOST OF THE NIGHT SEARCHING THE WATER OF THE SAN JOAQUIN RIVER TRYING TO FIND A MISSING WOMAN. THAT SEARCH WAS HAPPENING NEAR FISHERMAN’S BEND MOBILE HOME PARK, WHICH IS NEAR NEWMAN, THE STANISLAUS COUNTY SHERIFF’S OFFICE SAYS THE 30 YEAR OLD WOMAN DISAPPEARED WHILE SHE WAS TRYING TO SAVE HER 11 YEAR OLD DAUGHTER. THE CHILD’S 13 YEAR OLD BROTHER ALSO WENT IN FOR HELP AND WAS ABLE TO GET HIS SIBLING TO SAFETY. HOWEVER, THE MOTHER DISAPPEARED. BOATS, DRONES AND OTHER AERIAL SUPPORT DID GET SENT OUT TO TRY TO FIND HER. AUTHORITIES SAY THE SEARCH WILL CONTINUE AS LONG AS IT CAN. THIS IS A KIND OF A RURAL AREA OF THE SAN JOAQUIN RIVER. THERE’S NOT A LOT OF HOMES AND STUFF, A LOT OF BRANCHES AND DEBRIS, AND ESPECIALLY WITH THE AMOUNT OF RAIN WE HAD OVER THIS PAST WINTER, THERE’S A LOT OF LOOSE DEBRIS. SO AS LONG AS THEY CAN SAFELY CONTINUE TO SEARCH, THEY’LL STAY OUT HERE. DEPUTIES DID PULL BOATS FROM THE WATER AT AROUND 11:00 LAST NIGHT, BUT THEY DID STAY ON THE SCENE TO CONTINUE SEARCHING FROM LAND LATE INTO THE NIGHT. WE’LL GET AN UPDATE ON THEIR SEARCH EFFORT THIS MORNING. IT IS NOW 504 IN SACRAMENTO COUNTY. A YOUNG BOY RECOVERING AFTER FALLING OUT OF A FOURTH STORY WINDOW. POLICE WERE CALLED TO THE COMPLEX APARTMENTS ON PROMENADE CIRCLE JUST AFTER SIX LAST NIGHT. HERE’S A LOOK AT THE SCENE FROM LIVECOPTER3. YOU CAN SEE THE BUILDING THERE. POLICE SAY THE YOUNG BOY FELL FROM THAT FOUR STORY WINDOW AND HIT THE GROUND. HE SUFFERED SEVERE INJURIES, BUT HE WAS ALERT AND TALKING WHEN HE WAS TAKEN TO THE HOSPITAL. MIRACULOUSLY, HE’S EXPECTED TO SURVIVE. POLICE ARE INVESTIGATING WHAT LED UP TO THIS FALL HAPPENING TODAY. WE’RE GOING TO BE LEARNING HOW GOVERNOR NEWSOM AND THE LEGISLATURE ARE PLANNING ON CLOSING THE BUDGET SHORTFALL IN THE BILLIONS. MELANIE WINGO JOINS US NOW LIVE FROM THE CAPITOL WITH WHAT WE KNOW ABOUT THE GOVERNOR’S PLANNED BUDGET REVISIONS. GOOD MORNING. MELANIE. GOOD MORNING. WELL, THE GOVERNOR SAYS THAT HE AND THE STATE LEGISLATURE WILL BALANCE THE BUDGET WITHOUT RAISING TAXES. NOW, THE STATE’S LEGISLATIVE ANALYST’S OFFICE ESTIMATES THAT THE BUDGET DEFICIT THIS YEAR IS AROUND. $73 BILLION. BUT THE GOVERNOR’S ESTIMATE IS ABOUT HALF THAT, ROUGHLY $38 BILLION. THE GOVERNOR TALKED PUBLICLY YESTERDAY ABOUT THE DEFICIT HIT EXPLAINING HOW HE WISHES CALIFORNIA DID NOT HAVE TO GIVE BACK THE MONEY TO TAXPAYERS WHEN THE STATE HAD A SURPLUS. BUT REMINDS THAT’S SOMETHING THE STATE IS REQUIRED TO DO BY LAW. SO WE CAPPED OUT ON OUR RESERVES. WE COULDN’T LEGALLY GO BEYOND THE 10%. IN FACT, NOT ONLY DO WE CAP OUT ON RESERVES UNDER THE GANN LIMIT, LOOK IT UP. IF YOU DON’T KNOW IT. WE HAD TO GIVE MONEY BACK IN CALIFORNIA. JUST ENJOYED OVER A TWO YEAR PERIOD THAT ENDED IN DECEMBER JUST A FEW MONTHS AGO. WE HANDED OUT THE LAST CHECK, $18.1 BILLION OF TAX REBATES. YOU PROBABLY DIDN’T KNOW THAT. NEVER HAS THERE BEEN A STATE, A JURISDICTION IN AMERICA THAT’S EVER PROVIDED MORE TAX RELIEF. YOUR STATE, CALIFORNIA, IN THE LAST FEW YEARS. I WISH WE CAN HAVE THAT BACK. NOW, THE GOVERNOR SAYS LAWMAKERS HERE AT THE CAPITOL NEED TO BE MORE JUDICIOUS WHEN IT COMES TO SPENDING POLICIES, CALLING SPENDING AND TAX POLICIES THAT ARE OLDER A FAILURE IN THE PAST. A REMINDER THE LEGISLATURE HAS UNTIL JUNE 15TH TO PASS THE BUDGET FOR THE UPCOMING FISCAL YEAR. REPORTING LIVE AT THE STATE CAPITOL MELANIE WINGO KCRA THREE NEWS. ALL RIGHT, MELANIE, THANK YOU. GOVERNOR IS SET TO RELEASE HIS REVISED 20 2425 STATE BUDGET PROPOSAL AT 11 A.M. MEANWHILE, THIS MORNING, ISRAEL’S LEADERS ARE BRUSHING OFF PRESIDENT BIDEN’S DECISION TO WITHHOLD KEY OFFENSIVE WEAPONS FROM THE COUNTRY. THE DECISION IS MEANT AS A WARNING AGAINST THE COUNTRY’S PLAN FOR FULL SCALE OPERATION IN SOUTHERN GAZA. ISRAELI PRIME MINISTER BENJAMIN NETANYAHU APPEARED OPTIMISTIC THAT HE AND BIDEN WILL BE ABLE TO GET PAST THEIR LATEST DISAGREEMENT. THE WHITE HOUSE DECLINED TO SAY WHETHER OR NOT BIDEN INFORMED HIM OF THE DECISION TO STOP THE 3500 BOMB SHIPMENT. ISRAEL’S LEADERS ARE ACCUSING BIDEN OF ONLY PUBLICLY APPEARING TO BE FORCEFUL. WHILE THE BIDEN ADMINISTRATION IS COMMITTED TO THE AMERICAN RELATIONSHIP WITH ISRAEL AND ITS RIGHT TO DEFEND ITSELF, WHILE WARNING A POTENTIAL CONSEQUENCES IF IT ENDANGERS CIVILIAN LIVES IN THE WAR, A MAJOR MILITARY OPERATION IN RAFAH WOULD FURTHER WEAKEN ISRAEL’S STANDING IN THE WORLD. UH, WOULD FURTHER CREATE DISTANCE FROM ITS PARTNERS IN THE REGION. AND NETANYAHU SAYS HE WILL MOVE FORWARD WITH THAT PLANNED INVASION OF SOUTHERN GAZA, WITH OR WITHOUT A DEAL TO RELEASE THE HOSTAGES. WELL, THE WEEKEND BRINGS A MILESTONE FOR MANY COLLEGE STUDENTS ACROSS THE COUNTRY, BUT SEVERAL SCHOOLS THAT HAVE BEEN THE SITES OF PRO-PALESTINIAN PROTEST SITES ARE ADJUSTING THEIR COMMENCEMENT CEREMONIES THIS YEAR. SO TODAY WAS SUPPOSED TO BE THE MAIN COMMENCEMENT CEREMONY FOR USC. INSTEAD, THE SCHOOL DID A CELEBRATION AT LA’S MEMORIAL COLISEUM LAST NIGHT. THE COMMENCEMENT WAS CANCELED AFTER THE SCHOOL SAID THAT THERE WERE SAFETY THREATS INVOLVING THE STUDENT ENCAMPMENT ON THAT CAMPUS. THE SCHOOL ALSO FACED CONTROVERSY AFTER REFUSING TO ALLOW PRO-PALESTINIAN VALEDICTORIAN FROM SPEAKING AT THE MAIN CEREMONY. MEANTIME, CAMPUS IS CLOSED AT CAL POLY HUMBOLDT THROUGH SUNDAY. THIS AFTER A PRO-PALESTINIAN ENCAMPMENT LED TO POLICE CONFRONTATIONS AND STUDENTS BARRICADING THEMSELVES INSIDE OF A MAIN BUILDING COMMENCEMENT CEREMONY ARE STILL BEING HELD FOR STUDENTS STARTING TOMORROW, BUT THEY WILL BE AT THREE LOCATIONS OFF CAMPUS. MEANWHILE, SAC STATE IS GOING TO BE HOLDING A COMMENCEMENT CEREMONY NEXT WEEK AT THE GOLDEN 1 CENTER. UC DAVIS WILL HOLD AN UNDERGRADUATE CEREMONY AT THE ARENA NEXT MONTH. IT IS NOW 508. LET’S GET A CHECK ON OUR FORECAST. IT IS FRIDAY AND WE’RE HEADING INTO THE WEEKEND. TAM, WE ARE AND ALL EYES ARE ON ON THAT WEEKEND. THERE’S A LOT OF THINGS GOING ON ACROSS OUR REGION, AND IF YOU’RE PLANNING TO SPEND TIME OUTSIDE, IT’S GOING TO BE ON THE WARMER SCALE, ESPECIALLY STARTING TODAY AND WELL INTO YOUR SATURDAY OUTSIDE THIS MORNING THOUGH. COMFORTABLE KICKOFF TO YOUR FRIDAY AS WE STARE DOWN LAKE, TAHOE AND A REALLY CALM MORNING THERE IN THE MOUNTAINS. IT’S 33 IN LAKE TAHOE RIGHT NOW. 59 CHECKING IN WITH MODESTO, 54 IN STOCKTON AND 55 RIGHT NOW IN THE CAPITAL CITY. I’M EXPECTING FOR TODAY. AGAIN, THE WINDS WILL STAY LIGHT. AND WHAT IS NEXT? WE’LL CONTINUE WITH OUR WARMING TREND RIGHT THROUGH THE WEEKEND. FOR YOUR FRIDAY FORECAST IN THE SIERRA, GOING UP TO 80. IN QUINCY, 80 AS WELL. IF YOU PLAN TO SPEND SOME TIME AROUND YOSEMITE, 79 IN ARNOLD WILL BE AT 65 FOR LAKE TAHOE. JUST A GORGEOUS DAY OUT BY THE LAKE. THERE. IF YOU’RE GOING UP TO THE HIGH COUNTRY, SUNNY SKIES WILL PREVAIL ACROSS THE FOOTHILLS AT 85 AND AUBURN, 82, IN PLACERVILLE, WE’LL GO UP TO 84 IN ANGELS CAMP AND MURPHY’S AREA AND 86 FOR THOSE MOTHERLODE ROUND UP ACTIVITIES IN THE SONORA AREA TODAY, 88 IN SAN JOSE WILL BE AT 78 IN SAN FRANCISCO, CRUISING CLOSE TO 90 FOR NAPA THIS AFTERNOON AND AROUND THE SAN JOAQUIN VALLEY. WE’LL HAVE LIGHT WINDS OUT OF THE NORTHWEST 92 IN STORE FOR STOCKTON TODAY, 90 IN MANTECA, 88 IN TRACY AND AS WARM AS 89 FOR MODESTO IN AND AROUND THE SACRAMENTO REGION. BE PREPARED, ESPECIALLY BETWEEN ABOUT THOSE HOURS OF THREE AND 6 P.M. WHEN WE HIT THOSE DAYTIME HIGHS, WE’RE GOING TO 92. IN YUBA CITY, 90 IN ROSEVILLE, 91 IN DAVIS AND AROUND DIXON. COMING UP IN MY FULL FORECAST, I’LL BREAK DOWN WHAT’S AHEAD FOR THE WEEKEND. THE WARMEST PART OF IT AND WHAT’S AHEAD FOR NEXT WEEK AS WELL. IT’S 510 RIGHT NOW. BRIAN, HOW DO THE ROADWAYS LOOK? THANKS, TAMARA. TAKE A LOOK AT HIGHWAY 50 RIGHT NOW THROUGH 65TH STREET. THERE LOOKING OFF TO THE EAST, OBVIOUSLY TOWARD THE SIERRA CREST. YOU CAN SEE THE CREWS OUT THERE. LOOKS LIKE THEY’RE GETTING READY TO PICK UP THE CONES THERE ON THE FIX 50 PROJECT, WHERE THEY’VE BEEN WORKING OVERNIGHT. LOOKS LIKE THEY’VE GOT THINGS DOWN TO ONE LANE, BUT THE CREWS BACKING UP RIGHT NOW TO START RETRIEVING THE CONES THERE. SO THAT SHOULD START TO FLOW A LITTLE BIT SMOOTHER THROUGH THERE AS WE GET INTO THE COMMUTE, YOU CAN SEE SOME OF THAT SLOWING POPPING UP RIGHT THERE AT 65TH STREET. THAT’S WHAT WE WERE LOOKING AT, THAT LIVE PICTURE. OTHER THAN THAT, THERE’S NOTHING ELSE GOING ON. INTERSTATE 80 LOOKING GOOD COMING IN FROM ROSEVILLE OUT ACROSS THE CAUSEWAY, FIVE AND 99 DELAY FREE COMING UP FROM ELK GROVE, HEADING SOUTH THROUGH STOCKTON. NO PROBLEMS TO REPORT HERE ON 599 AND WESTBOUND FOUR AND YOUR TRAVEL TIMES. AS YOU SAW ON THE MAP, THERE’S NOT A DELAY TO BE FOUND OTHER THAN JUST THAT LITTLE BIT OF A CONSTRUCTION DELAY WHICH IS CLEARING UP AS WE SPEAK. BACK TO YOU. ALL RIGHT. THANK YOU. IT IS 511 NOW. NEXT, PUTTING CATTLE UNDER A MICROSCOPE. YES. CONCERN GROWS OVER AVIAN FLU IN THE DAIRY INDUSTRY. WHAT SCIENTISTS DISCOVERED ABOUT IT’S SPREADING IN COWS AND HITTING THE CAMPAIGN TRAIL. VOTERS, PRESIDENTIAL CANDIDATES ARE TARGETING IN THE DAYS AHEAD.
