Hot Air Balloon Crashes into Sky River Casino in Elk Grove
ELK GROVE, Calif. — What was meant to be a celebration turned chaotic Monday afternoon when a hot air balloon broke loose from its tether at Sky River Casino, slammed into the side of the building, struck a power line, crossed over a busy stretch of Highway 99 and finally touched down in an open field — all in roughly 20 minutes.
The balloon had been set up as a tethered display for a groundbreaking ceremony marking the start of construction on Sky River Casino’s new international-style hotel resort, scheduled to open in late 2027. Around 12:15 p.m., according to the Elk Grove Police Department, unexpectedly strong winds sent the balloon airborne before it was supposed to go anywhere.
“Due to unexpected heavy winds, the pilot chose to launch into free flight in accordance with safety protocols,” Sky River Casino Public Relations Manager Cindy Rodriguez said in a statement. “The balloon and pilot have landed safely.”
The pilot was the sole occupant of the balloon and was not injured.
A Chaotic Scene Captured Live
Aerial footage from a news helicopter documented the incident in real time. Video showed the balloon basket slamming hard into the exterior of the casino building, tilting nearly to a 90-degree angle while the pilot remained inside. The balloon then continued upward, crossed Highway 99 — a heavily traveled corridor through Sacramento County — and made several attempted descents before successfully landing near Grant Line and Waterman roads, southeast of Grant Line Road, at approximately 12:29 p.m.
The entire sequence played out in view of the groundbreaking crowd, casino staff, and passersby along one of the busiest commercial corridors in the Sacramento area.
Elk Grove resident Kevin Mallett, who said he was at a park just north of the casino when the incident unfolded, described watching the balloon struggle overhead with police cars and a helicopter trailing it below.
“We were watching it live as he was struggling,” Mallett told CBS Sacramento. “It’s almost like when a balloon goes up from a child’s birthday party, and seeing how it deteriorates — this was just a giant-sized balloon.”
Federal Investigators Notified
The Elk Grove Police Department confirmed that both the Federal Aviation Administration and the National Transportation Safety Board have been notified of the incident. NTSB and FAA investigations into aviation accidents typically examine weather data, equipment condition, and operator decisions made before and during the event.
Under federal aviation regulations, hot air balloon operations — whether tethered or in free flight — are subject to FAA oversight. Tethered balloon operations within certain altitudes are governed by 14 C.F.R. Part 101, which sets conditions for where and how such balloons may operate. Free-flight commercial balloon operations fall under 14 C.F.R. Part 91. Whether the balloon’s setup complied with applicable regulations ahead of the strong wind event is among the questions federal investigators are expected to examine.
Bystanders and Event Attendees at the Scene
Dozens of people were present at the casino during the groundbreaking ceremony when the balloon broke loose. The event drew casino staff, vendors, construction officials, and members of the public who had gathered to mark the occasion.
While the pilot emerged unharmed and no serious injuries were immediately reported, an incident of this nature — involving a large aircraft slamming into a building, striking a power line, and flying over a major highway — carries real risk to anyone in the immediate area. The balloon’s collision with the building and the power line created hazards that extended well beyond the pilot in the basket.
