Initial Report Described Roadway Obstruction
The Golden Gate Communications Center received the first report at about 12:49 a.m. Callers described a large obstruction in the Nos. 3 and 4 lanes east of the Cordelia Commercial Vehicle Enforcement Facility. The object was initially reported as a large animal or possibly a person.
CHP Solano Area officers initiated a traffic break and reached the scene at approximately 12:55 a.m. They found a woman in the roadway with obvious signs of death. Authorities had not identified her in the initial reports, and investigators had not explained why she was on the interstate or where she entered the traffic lanes.
The investigation determined that a 59-year-old Oakley man was driving a 2015 Peterbilt with a semitrailer. CHP said the rig merged onto westbound I-80 from westbound Route 12 and struck the pedestrian in the No. 6 lane. The agency did not identify the trucking company, the trailer’s owner or the type of cargo being transported.

Truck Driver Stopped at Cordelia Scales
The truck driver believed he had hit a large box and noticed radiator damage after the impact. He pulled into the westbound scales, where officers later recovered physical evidence that linked the Peterbilt to the collision. The driver remained available to investigators at the enforcement facility.
CHP said alcohol and drugs were not suspected as factors for the truck driver. That preliminary assessment did not resolve the pedestrian’s movements, visibility conditions or the time available for the driver to react. The agency had not announced a citation or assigned fault as of its Sunday update.
All westbound lanes were stopped while officers documented the scene. The No. 1 lane reopened at 3:38 a.m., more than two and a half hours after the initial call. A second incident account confirmed that CHP continued working to identify the pedestrian and asked witnesses to contact the Solano Area office.
The full westbound closure gave officers access to the reported obstruction in the middle lanes and the No. 6 lane where CHP placed the impact. The agency did not announce when the remaining lanes reopened after the No. 1 lane was released.
The collision remained under investigation. CHP’s account established the truck’s route, the lane of impact and the physical link between the damaged rig and the fatality, while leaving the circumstances that placed the pedestrian in the roadway unresolved.
