VISALIA, CA – A pedestrian died after two northbound vehicles struck him seconds apart early Sunday, Nov. 1, at Mooney Boulevard and Beech Avenue in Visalia. The second vehicle was a marked Visalia Police Department patrol unit on routine patrol, authorities said. Emergency medical personnel took the man to Kaweah Health Medical Center, where he was pronounced dead despite lifesaving efforts.
The first collision occurred at about 4:05 a.m. A vehicle traveling north on Mooney Boulevard hit the pedestrian while he was in the roadway. The impact left him down in the traffic lanes and scattered his personal belongings around the area. Police did not publicly identify that vehicle or its driver in the reports released through Tuesday.

Marked Patrol Vehicle Arrived Seconds Later
A few seconds after the initial impact, the marked patrol vehicle approached the Beech Avenue intersection from the same direction. The officer did not know that a collision had just occurred and struck the pedestrian while he remained on the roadway, according to the department’s official collision update. The statement described the officer as being on routine patrol rather than responding to an emergency call.
The officer stopped, blocked traffic and began helping the injured man. Medical responders then transported him to the hospital. The department’s account did not say whether the first driver remained at the scene, whether either vehicle sustained visible damage or when officers first learned that two separate impacts had occurred.
Mooney Boulevard was closed at Beech Avenue for several hours after the crash. An earlier public notice asked drivers to avoid the area and use other routes while investigators worked. Police later said the affected roadways reopened after the on-scene response and evidence collection ended.

CHP Took Over Both Investigations
The California Highway Patrol assumed responsibility for investigating both collisions. The transfer was intended to provide an independent review because a Visalia police vehicle was involved. The fatality confirmation said the pedestrian died after arriving at Kaweah Health and that his identity had not been released.
Authorities had not assigned fault or explained the pedestrian’s movements before the first impact. They also had not released the speeds of either vehicle, described the lighting or traffic conditions, or said whether alcohol or drugs were suspected. Visalia police directed further questions to the CHP after the state agency took control of the inquiry, which remained open as investigators examined the sequence of the two collisions. The department had not announced when the pedestrian’s identity would be released.
